PSE certification

PSE (Product Safety of Electrical Appliance & Materials) certification is a market access system for electronic and Electrical products implemented by the Japanese government and an important content of Denan (Electrical Safety Act) . On 1 April 2001, Japan amended its Electricity Safety Act, which is administered by METI, which does not issue certificates directly, instead, it authorizes third-party certification bodies to conduct conformity assessment tests and issue certificates.

Meti authorizes JET and JQA to act as Certification Bodies (CABs) responsible for the testing and certification of electrical and electronic products in accordance with regulations, to regulate the market. In addition, TUV, UL, CQC and other institutions are also qualified certification bodies.

According to the regulatory requirements, all controlled electronic and electrical products before manufacturing or export to Japan, need to first submit a business declaration to the Japanese Minister of Economy, Trade and Industry, and in accordance with the regulations affixed PSE logo on the product. According to the electrical safety law, Class A and Class B products need to attach the PSE diamond mark and PSE circle mark respectively.

There are two applicable standards:

    Provincial order 1: Japanese domestic standards (including EMI standards)

VCCI

VCCI is Japan's EMC Certification Mark, administered by the Voluntary Control Council for Interference by Information Technology Equipment, which evaluates CISPR 22 for compliance with VCCI requirements. VCCI certification is not mandatory, but information technology products sold in Japan are generally required to carry VCCI certification, which is a symbol of product quality. Manufacturers should first apply to become a member of the VCCI before they can use the VCCI logo. In order to obtain VCCI approval, the EMI test report provided must be issued by a VCCI registered testing organization.

The IECEE stands for “The IEC System for Conformity Testing and Certification of Electrical Equipment”-- The International Electrotechnical Commission Organization for Conformity Testing and Certification of Electrical products. The CB system is formally known as“Scheme of the IECEE for Mutual Recognition of Test Certificates for Electrical Equipment”. The CB system's acronym means“Certification Bodies' Scheme”-“Certification Bodies' Scheme”.

The CB system's main objective is to promote international trade by promoting the harmonization of national and international standards and the co-operation of product certification bodies to bring manufacturers closer to the ideal of“One test, multiple applications”.


Certificate Reporting:

A CB report is a standardized report that enumerates the requirements of the relevant IEC standards in an itemized form. The report provides the results of all tests, measurements, verifications, inspections and evaluations required and these results shall be clear and unambiguous. The report also contains photographs, circuit diagrams, pictures, and product descriptions. According to the CB system, a CB test certificate is valid only if it is provided with a CB test report.
